PENN CARBOSE NAMES VAN WATERS & ROGERS LTD.
NATIONAL CMC DISTRIBUTOR FOR CANADA

     SOMERSET, Pa., April 14, 1999 -- Penn Carbose has 
authorized Van Waters & Rogers (VW&R) Ltd. as its first national 
Canadian distributor of Penn Carbose's sodium 
carboxymethylcellulose (CMC) for laundry detergent, mining and 
paper applications.  
     Somerset-based Penn Carbose is North America's leading 
manufacturer of technical-grade CMC.
     VW&R Ltd., based in Richmond, British Columbia, near 
Vancouver, is the largest chemical distributor in Canada and a 
subsidiary of Royal Pakhoed N.V., based in Rotterdam, 
Netherlands, a multinational chemical distributor and logistics 
provider.
     According to Jeffrey Neubauer, Penn Carbose managing 
director, authorizing VW&R in Canada will allow both companies 
to pursue mining, paper and laundry detergent applications for 
business growth.
     "With its strategic locations throughout Canada, VW&R has 
the knowledge of the marketplace that will provide us the 
ability to aggressively develop new sales opportunities for 
Carbose CMC products," Neubauer said.  "As our partner, we have

mining and paper industries as well as West Coast detergent 
producers."
     VW&R's United States unit is Penn Carbose's only U.S. 
coast-to-coast distributor.
     "The professionalism and service we found with VW&R in the 
United States and Canada were critical factors in our decision," 
Neubauer said.
     Larry Bullock, VW&R Ltd.'s president, said the company is 
reinforcing its position as the largest chemical distributor in 
Canada with the addition of CMC to its product line.
     "As more and more companies rely on distributors for their 
supply needs, VW&R wanted to expand capabilities to meet the 
demands of the marketplace today and tomorrow," Bullock said. 
"With our contacts in the compounding industry, we see this as a 
natural fit and extension."
     VW&R will distribute Penn Carbose's complete product line, 
including seven technical grades of Carbose powder and granular 
CMC for laundry detergent, mining and paper applications; 
Carbose LT-20 liquid CMC for liquid laundry detergents, and 
Carbose LT-30 liquid CMC for liquid laundry detergent, mining 
and paper applications.
